Title General Info

The Cultural Municipal Foundation of the Aviles City Council is an independent public body responsible for developing local cultural policy, belonging to a local authority. By statutes, the president of the Cultural Foundation is the Mayor of the Municipality, and by decree, this position is assumed by the Counciler for Culture. As local authority, we are member of several regional, national and international networks.

The Cultural Foundation of the City Council of Aviles is highly interested in the promotion of cultural and creative industries. The opening of the Center Oscar Niemeyer International Cultural Centre (www.centroniemeyer.org) was the highlight and a driver of a process of fostering the innovation and the cultural and creative economic activities in the city, following by other initiatives, such us the Cultural Factory, a cultural infrastructure already operational to foster cultural productions, training and exchange of artists and creators.

The Cultural Municipal Foundation of the City Council of Aviles has a significant experience in European Projects, leading right now the Innovate Project (Atlantic Area), for territorial innovation and economic change, promoting and studying the CCIs. We have also participated in the ATI project, lead by us under the Long Life Learning Program (Grundtvig action); and the KnowCities project, INTERREG IVB, Atlantic Area. Many urban regeneration projects and employment/training activities have been also developed and co-financed by Structural Funds (ERDF/ESF).

The Cultural Foundation is coordinator of Component 2 of InCompass.

This group gathers higher educational institutions, public authorities, individual entrepreneurs and associations, business centers and incubators from the region, including:
  • Business Innovation Centre of Asturias (CEEI Asturias)
  • The Industrial City of Valnalón
  • University of Oviedo
  • Cultural Factory of Avilés
  • The Asturian Federation of Entrepreneurs (FADE)
  • Avilés Chamber of Commerce and Industry
  • LABoral Art and Industrial Creation Centre
  • School of Women Entrepreneurs of Asturias



Title The Region

The Principality of Asturias, situated in the north west coast, is one of the 17 autonomous communities of Spain. The province has a metropolitan area of 900.000 inhabitants formed by three main cities, located in the central zone of the Principality, from the interior to the sea, following the mining valleys. The most populated city is Gijón, followed by Oviedo, the capital city, and Avilés

The diversification of its economy and its commitment with innovation draw to a new approach of Asturian creative sector. In fact, Asturias is a region with important and singular cultural and creative initiatives, as the LABoral Centro de Arte y Creación Industrial (Art and Industrial Creation Centre). A regional analysis on the characteristics of creative industries is presented in the White paper of the Cultural industries of the Principality of Asturias. This document, promoted in 2009 by the Asturian Government, is a study baseline about cultural and creative activity as new economic sector in the region, in order to detect problems, opportunities and challenges in the region in the following years.



Title The City

Avilés is the third largest city in Asturias, with 85.000 inhabitants. Thanks to the promotion of innovation and culture, Aviles has becoming an intelligent city. Over the last 20 years the Aviles City Council has been implementing different projects and initiatives to turn a traditional industry based city into a knowledge and culture based innovative city.

The Cultural Foundation of the City Council of Aviles is highly interested in the promotion of cultural and creative industries. The economy of the city is turning from heavy industry (steel & iron) to an economy focused on the services sector. Related to this, the opening of the Center Oscar Niemeyer International Cultural Centre (www.centroniemeyer.org) is the highlight and a driver of a process of fostering the innovation and the cultural and creative economic activities in the city.

Even more, we are currently creating what we have called “Factoría Cultural” (Cultural Factory)” a specialized business incubator center for cultural and creative industries (CCI).
